What the King’s Speech means for HSSIB

The King’s Speech has today set out the Government’s legislative agenda, including plans to bring forward legislation on the future of the Health Services Safety Investigations Body (HSSIB) and the wider patient safety landscape.

As set out in the Dash Review last year, the intention is for HSSIB’s function to move into the Care Quality Commission (CQC) as a discrete unit, retaining its core purpose, and ways of working. Our focus is on ensuring the investigation function remains discrete from CQC’s regulatory function. This is central to preserving the trust we have built with patients, families and staff, and to maintaining our safe space and no-blame approach. Our commitment to this approach will not change.

We are working closely with the Department of Health and Social Care (DHSC), our sponsorship team and colleagues in CQC to help shape this next phase, ensuring that the voice and experience of HSSIB are reflected and that we are well prepared for the transition.

For now, it is very much business as usual. Our priority continues, to be delivering high-quality investigations, implementing our new strategy Building Investigation Excellence, supporting improvement across the system and maintaining the trusted position we have across the healthcare system which is thanks to the hard work and dedication of our staff.

Dr Rosie Benneyworth, Interim Chief Executive Officer, said: "Our focus remains on ensuring all patients receive safe healthcare and driving improvement through learning from high quality independent investigations.

Central to this is preserving our safe space, which enables patients, families, staff and stakeholders to speak openly and honestly without fear of blame, thereby fostering an environment where learning and improvement can thrive without fear of repercussion."
