Under the Freedom of Information Act 2000, I would like to request the following information relating to your organisation’s use of learning technologies and associated services.

Current Learning Management System (LMS)

a. What Learning Management System (LMS) or e-learning platform(s) does your organisation currently use?

b. If Totara or Moodle is in use, please confirm which version is currently implemented.

c. What is the LMS primarily used for (e.g. internal staff development, compliance training, onboarding, external learner access, apprenticeship delivery)?

Contract and Provider Details

a. Who is your current LMS support, hosting, or implementation provider?

b. What is the value of your LMS-related contract per annum?

c. What is the contract start and end date (including any optional extension periods)?

d. Please confirm if the LMS is hosted on-premise, via a private cloud, or through a SaaS model.

Procurement and Decision-Making

a. What is the name and role of the person responsible for the learning platform and/or digital learning strategy?

b. What is the name and role of the commercial contact responsible for LMS procurement or renewals?

Planned Changes or Reviews

a. Are there any plans to review or replace your LMS in the next 12–24 months?

b. Are there any scheduled or anticipated procurement events or tenders related to learning, compliance, or workforce development systems?

Integration and Strategic Use

a. Is your LMS currently integrated with other internal systems (e.g. HRIS, payroll, CRM)?

b. Are there strategic goals linked to digital learning, compliance reporting, or learner engagement which the LMS is expected to support?

Current Learning Management System (LMS)

a. What Learning Management System (LMS) or e-learning platform(s) does your organisation currently use?

CANVAS – provided by Instructure Global Ltd.

The NHS Electronic Staff Record (ESR) Learner Management system (LMS) – provided by the NHS Business Services Authority.

b. If Totara or Moodle is in use, please confirm which version is currently implemented.

Not applicable – HSSIB does not use Totara or Moodle.

CANVAS is used to manage our learners who attend our Education Directorate’s training courses.

The NHS ESR LMS is used to manage NHS mandatory training undertaken by our staff.

Contract and Provider Details

a. Who is your current LMS support, hosting, or implementation provider?

CANVAS is provided by a third-party organisation named Instructure Global Ltd.

The NHS ESR LMS is provided by the NHS Business Services Authority.

b. What is the value of your LMS-related contract per annum?

CANVAS: £41,456.50 ex. VAT.

NHS ESR LMS: no cost to NHS organisations.

c. What is the contract start and end date (including any optional extension periods)?

CANVAS: 15 March 2025 to 14 March 2026. Two permissible extensions of 12 months each.

NHS ESR LMS: this system is maintained and supported by the NHS Business Services Authority for all NHS organisations. There is no known contractual end date as it is a rolling contract.

d. Please confirm if the LMS is hosted on-premises, via a private cloud, or through a SaaS model.

a. What is the name and role of the person responsible for the learning platform and/or digital learning strategy?

Andrew Murphy-Pittock, Education Director.

b. What is the name and role of the commercial contact responsible for LMS procurement or renewals?

Luke Paton, Project Manager and Lauren Turner, Education Administration Manager.

Planned Changes or Reviews

a. Are there any plans to review or replace your LMS in the next 12–24 months?

The CANVAS contract is due for review in March 2026.

b. Are there any scheduled or anticipated procurement events or tenders related to learning, compliance, or workforce development systems?

Nothing scheduled/anticipated apart from the review in March 2026.

Integration and Strategic Use

a. Is your LMS currently integrated with other internal systems (e.g. HRIS, payroll, CRM)?

CANVAS is not integrated with any other systems.

The NHS ESR Learner Management System is a discrete section of the overarching NHS ESR System.

b. Are there strategic goals linked to digital learning, compliance reporting, or learner engagement which the LMS is expected to support?

Our CANVAS LMS supports reporting of learner course completions, which is linked to the HSSIB strategic goal 2 - ‘Place people at the core of our work’.

Our NHS ESR LMS supports the reporting of compliance with mandatory training at HSSIB. This is linked to the HSSIB strategic goal 2 - ‘Place people at the core of our work’.
